The health inspection is conducted by the United States Public Health Department. According to Carnival's press release, "To earn a 100 score, cruise ships must receive perfect marks on 44 items...". Many areas of cruise ships are inspected during these health inspections, according to Carnival.
This is an impressive accomplishment by the crew of the Carnival Triumph and Carnival deserves recognition for this. The Carnival Triumph still has a bad rap from two years ago because of the continuous media coverage the engine room incident received. However, since that time the ship has been dry docked and given multiple Fun Ship 2.0 features. I cruised the ship in June 2013 on the fourth cruise after the ship came back into service.
